FRANK M. BETLEY

Frank M. Betley serves as president & CEO of the Pennsylvania Rural Electric Association (PREA), a statewide service organization, and Allegheny Electric Cooperative, Inc. (Allegheny), a generation and transmission cooperative, serving 14 electric cooperative distribution systems in Pennsylvania and New Jersey. He is responsible for all matters concerning these organizations.

Before joining PREA/Allegheny in 1989, Betley held the position of manager of energy systems planning at Potomac Electric Power Company in Washington, D.C. His responsibilities there included the integrated resource planning process, which resulted in development of the company’s biennial energy plan. He has also worked with the Palo Alto, Calif., municipal utility – part of the Northern California Power Agency – where his primary responsibilities included demand-side and supply-side planning, cogeneration and alternative resource development, and the negotiation of power supply contracts and associated transmission agreements. He also held positions with the Acres Consulting firm.

Betley has served as chairman of the Institute for Electrical and Electronic Engineers (IEEE) System Planning Subcommittee and the American Public Power Association Energy Services Planning Committee. He holds a Professional Engineer license in multiple states and has been a guest lecturer at Stanford University, Cornell University and George Washington University.

Betley has earned bachelor’s and master’s degrees in engineering from Cornell University in Ithaca, N.Y., and a Master of Business Administration from San Francisco State University.
